Hmm, I can think of VDMSound.
It's a wrapper that allows DOS apps to play sounds under 2k/XP (but I think it fixes a lot of other problems as well)
If you really need to run a DOS program, get together a boot disk with DOS and any sound/video/input drivers you might need. (I made up a boot disk for that purpose, it had my sound driver, as well as a mouse driver)
Then just run your dos games in real mode, not from windows.
