I find your problem odd, for I got it to work on 2 different Windows 7 machines. Thou, 1 is still uses W7 beta (cause I was to lazy to upgrade) and the other uses ultimate.

Also, I just tried installing the DirectX optional components with no luck.
Never had a problem myself, from a fresh install of windows, no optional components installed etc.

Windows 7 Pro x64bit
Q6600
9800GX2
4GB RAM

I do have UAC completely disabled however -> Personally I find it very annoying.
That would be the only major change to the OS from your installation.

Again, sorry for necro-posting but...

I am having similiar problems on my Win 7 computer... it worked fine for me with Vista, but not now.

Wasn't there a registry file one needed sometimes if they extracted the RAR to someplace but not installed the game?

I've never had a problem running the game without using the installer before. Are you getting any kind of error or is it just not doing anything? If not, I know its a bit of a long shot, but I've run into issues where it just wouldn't load. You'd double click and the computer would act like you hadn't done anything. It ended up being DEP.

Windows 7 64x 8 GB Ram Amd Pheonom X4, Radeon HD 6870, and some old creative card

Runs great on AMD.

Run in compatibility mode to get the videos working though.
Pumping out awsome.
