Keeping in mind that it is highly unlikely I'll be able to persuade a decent graphics artist into making new 3D briefing art for the EoE campaigns, would it be okay to just use in-game screenshots for the briefing art?

only if it's shots from the actual MT2 and if you make them look like satelite pictures :P

Yeah, they'll either be shots from the actual mission or pre-mission "mock-ups" to give you some background.  But what do you mean by "look like satellite pictures"?
