Firstly, your friend has to use Hamachi as well.   ISP should not interfear with its operations.   You must both be on the same network for Hamachi to operate correcty.   Other then that, you shouldn't have any trouble joining eachother's games.

Ok...   Easy enough.   Turn on Hamachi.   Click the "Create or Join Networks" button, 2nd from the left.   Enter information.   (opu.net) Pass: (opu) without the brackets.   Click join.   Thats it.

due to the bot problems, you might have to first find a channel that has room for both of you. If opu.net is full, just cycle through the opu.net_n (n from 1 to 8) (same password: opu) until you find a channel with room for both you guys (or more room if you want more players).

I wouldn't worry about pinging, as there are several other conditions that can affect that ability.   Just so long as you can see eachother's games, you should be fine.   (Theres people that I can't ping but the game plays just fine)

Easy enough.   Start OP2.   Click Multiplayer.   Click TCP/IP.   Click either Join or Create (Only one player creates).   Enter information.
Creating: Enter information.   Make sure you select game type, and set how big the game is going to be.   You should be able to figure it out from here.
Joining: Select either Broadcast to local network or Looking at IP address (In this case, enter information.   IP is the one listed in the Hamachi window, beside player's name)
