Storages require workers for a reason: They have to be maintained. Removing the worker requirement would turn op2 to the unrealistic side.

And what about power plants and mines? They have to be maintained too else they stop functioning. Or guard posts? How about we put a worker in each?
My point is that the storage facilities suck up a valuable worker that could be used for something else. Namely a residence, or part of a Med-Center, or an additional lab.

Lets give you a better reason: removing the worker requirement would basically allow for unlimited ore storage quite early in the game.
Also, in late-game you usually have more than enough workers and are happy about every purpose you can give them.

Maybe, maybe not.
Most workers late game I shunt towards DIRT, Med Centers, Vehicle Factories, and such... I rarely have too many workers provided I keep building. Now if there was more automation or queues, then I might see myself with worker surplus'
