Title: More Op2 Bugs: Cannot Build Mine On Surveyd Beacon

That was in a game few weeks ago. Surveying the mine again or moving the miner back and forth didn't change anything.

My friend had that problem once. I surveyed the mine myself, send a robo-miner to build there but transfered it to him. The mine was successfully build and worked right.
