i now there is a way but how do i remotely shutdown a computer other than mine over my LAN

nevermind i found it:
SHUTDOWN [\\Computer] [/L] [/A] [/R] [/T:xx] ["Msg"] [/Y] [/C]
key
\\Computer : A remote computer to shutdown.
/L : A local shutdown.(under XP this is a logoff only)
"Msg" : An optional shutdown message
/R : Shutdown and reboot
/T:xx : Set the timer for system shutdown in seconds.[20 sec. default]
/A : Abort a system shutdown during the timeout period.
/Y : Answer all following questions with yes
/C : Force running applications to close.
ATTENTION: If you use the /C parameter shutdown will not
prompt for File-Save in any open applications.
This will result in a loss of all unsaved data!!!

If that doesn't work there is a more complicated method involving logging into the remote computer thru telnet, shown here:
You can actually make it possible to do anything you want on the remote
computer. You can access the command prompt remotely.
First of all, go to the computer you want to enable for remote
commandline access. (from now on I will call this the server, and any
computer you're using to shut it down the client.)
Server Procedures:
1. Log in as an administrator at the server.
2. Go to Administrative Tools, in the control panel.
3. Go to Services, and find Telnet in the list. Start the service using
the button that looks like the play button on your dvd or cd player.
(If the play button is grayed out, right click the Telnet, and go to
properties. Find the Startup type and change it from "Disabled" to
either Automatic (runs everytime the computer is started - most likely
what you want) or Manual (you have to go to the services every time the
computer boots, to start the telnet service to enable this.)
Now you can press the start button.
4. Now, go to Computer Management (still in the Administrative Tools
folder.) In the tree on the left side of this box, go to Local Users
and Groups. Right click the Users folder on the right hand side, and
choose New User.
For User Name you can enter whatever name you want to use to log on to
the computer. Full name and description are not necessary.
Below that enter the password you want to use to log on.
Uncheck "User must change password at next logon", and then check
"Password never expires" after it becomes ungrayed. Press Create.
5. Still in Computer Management, go to the Groups folder under Local
Users and Groups. Right click the folder and choose New Group.
For group name you must enter: TelnetUsers
(No spaces, no changes in capitalization - exactly as written there)
As before, description is unimportant.
Now near the bottom of the box, press Add.
In the box labeled "Enter the object names to select", type the
username you created in step 4, EXACTLY as you entered it. Press OK,
and the user should appear in the list. Press Create.
6. Now test the setup. Go to Start>Run and type "telnet localhost"
without the quotes. You should get a User: prompt. Enter the username
you just registered in step 4, and it's corresponding password (it will
not show the password.)
If all goes like it should, there should be a slight pause then it will
bring you to a command prompt. You can use this prompt just like you
were in cmd. To quit out, type exit and press enter.
Client Procedures:
1. Go to Start>Run and type "telnet <Remote IP>" where <Remote IP> is
the IP address of the server. (If you don't know the IP: go to the
server. Start a command prompt session. Type ipconfig and note the IP
address.) It should give you the login like before, and you can login
using the special account you set up on the server.
Hopefully this is useful, you can do various things like use the
shutdown command to shut the computer down, you can schedule programs
with at, you can echo text files with type <filename>, etc.
If you happen to need administrator access to do certain things:
Go to the server and go to Computer Management, and go to the Groups
folder. However double click the Groups to enter it this time. Right
click Administrators and choose Add To Group. Press the Add button and
enter the username in the box like before. Press OK and OK again to
save the settings.

im not the administrator and i dont know the password the first way i found to do it wont work because "shutdown is not a valid command" according to the help site this message means i dont have "shutdown.exe" if anyone has this it would be nice if you could send me a copy

I can send you the shutdown.exe from WinXP.... it should still work.
If that doesn't work find the "Win 2000 Resource Kit" - probably either on the CD or MS'es website.

hacker, do you realize im not an administrator on the network im using so its kinda hard to install anything and i can't open a zip unless its self-extracting

But it is your home network, right?..... How can you not get access to some administrator account?
Can you use a program like WinRAR to open a zip? www.winrar.com

no im at school and i want to play a trick on the admin or the strict teachers
edit: added more info:
by the way both the admin and the 2 teachers i have planned for this are compleate idiots, for example: the admin doesnt know how to disable the proxy, i do; the admin doesnt know which wire goes where so bought the wrong type of wire tracer; admin coulnt figure out that a printer wouldnt work because she had disabled the printer port;
the teacher is'nt as much of an idoit but we have nicknamed her "the mafia milk nazi" because she is the one in charge of punching our number into the computer when we eat lunch and wont let us get an extra 25-cent milk if our account gets below $10, she will not let us play games wether we have work of not, yet she sits and plays solitare; she wont even let us shoot our own rubberbands at the wall...
also at our school it is "prohibited" to check personal e-mails but yet again this teacher believes she is above the "law" and does it in clear view of everone else

Hmm... here's a very easy way to shutdown windows. And you don't need to be admin or anything.
Get the computer to execute this command somehow:
rundll32.exe shell32.dll,SHExitWindowsEx 5
It will fully shutdown the PC.

Is it possible to get to the computer quickly and copy some program to it off a disk?
I could write you one to let you execute any command if you needed it.
