I think this should work more as a system of a nursery decreasing in efficiency as population size exceeds its capacity.

So more of, you have a flat rate of 5% growth rate. As a colony gets bigger it needs more nurseries to keep that flat rate of 5%. If you don't build more, that rate could drop to 4%, then 3%, etc...

Or, in my opinion it starts at 5% growth rate, and goes down as a colony gets bigger but can exceed the 5% growth up to a maximum of say 15%. Having more nurseries means less scientists and workers available for other tasks namely manning vehicle factories and smelters or researching topics.

Lets stay realistic. If there are more nurseries, people make more children? No (hence, increasing the reproduction rate above a default value makes no sense). If there are less nurseries, people make less children? Yes (hence decreasing the reproduction rate below a default value is reasonable).

I'm still not sure about this idea. It feels unop2ish and could break some missions (on the other hand it could resolve the issue of too much population growth which occurs especially in the campaign).
