I looked into the sheets because i was bored and found the strange name MOBILE_HOME in vehicles.txt. Did you realize before that the evacuation transport has a set cargo value of 25? But this value never gets used. So why does it have a cargo value?

this value dose get used. very often. but it seems that it only shows its use in the campaign when you have the mission objective "have enough evacuation transports for your population"

Pretty much that right there. Judging by the fact that pretty much every other value is read by the sheets, I would find it hard to believe that the game WOULDN'T read the cargo value of the ET from the sheets file.

okey i tested it. i changed the value to 100 then went into the game and played on easy. it makes a difference. i needed only one ET most of the time(until i used a memory editor to play with the variables) uhh also is there truly a population limit? i changed the pop to 20,000 and nothing bad happened other then losing from starvation.

edit: uhh... i think i messed up. the edits may have been on a different file. and i have no way of checking that now.i deleated the file and am on a different computer then the one that can test it. damn my stupidity to the depths of Hades.
