Notwithstanding the fact of online play interactively, the play of an offline game also has strategic possibilities. In other words, a player runs (plays) the game offline, (not connected in gameplay with other players in realtime). Then assuming another player might be interested in playing the same game started by the first, how would the first player post the files so that a second player (or more) could continue the play from the files posted? Chess games are run this way for passing situations to other players. One can even email a chessgame to someone else because of a standard file format for chess game notation.

This forum linked here is the File Forum.
I think you can link a save game via a topic in that section.

Mate this reminds me of "multiplayer' for a game I used to play back in '95 days.
You had to email the saved game file each turn. It was ridiculous when I found out (I never played multiplayer). I hope they made at least a few bucks off the game....

You could, but... Why?

One player offline playing was in the original design. The AI assumed the other side among other things. (I'm guessing). So when I saw that an online version was being developed, I thought, 'Well, maybe single offline players might want a different starting scenario from one given.' If this is offbase, I'll admit stupidity, but if I was a newbie at this game and needed simple examples for novice play, this may be a way. You tell me. First time is always a struggle to learn.
