Make vehicles need fuel

Description:
For example Desle or gasolene, alcohol.
This is a bad idea, because:
- Would require vecs to refuel regularly. Hence makes the game far more complex.
- op2 vehicles work fine with fusion generators.
- fossil fuels are likely to not exist on planets that has never been life on.
