RLV refueling

Description:
RLVs have to be refueled after coming back from space.
This is a good idea, because:
- keeps RLVs from launching right away.

1 Rocket fuel today is highly explosive what ever they use in op2 got to be more
2 Rocket fuel would be stored under ground next to teh star port this is why it has such big explosion.

This topic is about RLV refueling though. We could still make it so that RLVs are refueled, but the fuel comes from some unknown place.

They're expensive enough as it is!
SULV Cost: 1000 C 500 R
RLV Cost: 5000 C 3000 R
Stop trying to screw Eden over... :angry:

Actualy bomber, when you factor in the ores you save from RLVs, Eden has it much better:
1,000 common * 15 = 15,000
500 rare * 15 = 7,500
(there are about 15 modules in op2)
Costing about 3 times as much as a RLV average. Eden would still have the advantage if it had a small fuel cost of 150 common and 50 rare.

In the Fueling Systems, it mentions a vehicle called the Fuel Shark which collects hydrogen fuel from the atmosphere. We could make something like that, which would be moderately expensive, but when launched would remove the fueling cost.
