The net send command doesnt let you send messages to an IP address.
The syntax is: net send DeviceName Message
If you want to send messages to an IP address, get a program that sends the netbios commands directly to the IP.

Use Linux. The error messages actually are informative and useful. (So is the help. Every program has a dedicated 'man' (short for 'manual') page which gives you all the info you'd ever want for that command).
