Thats an error caused by the old OPUNNSIRC package. It should be fixed in the version that is currently on the side.

Forward TCP port 113 to the computer you are trying to IRC from.

This computer is directly connected to the modem and the only firewall I have up is the stupid windows firewall that has always been on. Because of this there are no ports for me to forward unless the ISP did something. Hmmm, I am running as a limited user for security reasons. Maybe that has something to do with this error?

The firewall is probably blocking port 113.... Disable it, or allow access to it.

Ident is not REQUIRED to connect to irc. its good to have, but it is not needed. (unless you have this one ISP of which I forgot the name)
There must be another cause of Oprime's problems.

Next problem firewall. in the firewall settings please make sure that java is listed in the exceptions from the firewall rules (i.e. the box is checked) so it is allowed

check the advanced tab of internet explorers tools config box.

mainly under the security heading, and check that java is enabled

Have you manually added your ISP's DNS IP addresses to the internet connection.

Have you downloaded the Sun java application?  I would assume that you have.
Check that in the windows add/remove program you have all internet conectivity and network tools that you need.

make sure all network connection and RPC services are able to start.  They might not be required but if one of them can't start then there is a good place to start.  I assume that the new windows installation will have solved these problems.
